VPN Azure won't work with Fortigate FW

I am using Fortigate 80C Firewall. And my PC with Softether Server (latest version 4.19 Build 9599) is in trusted zone. Then I want to use vpnazure service as VPN because I do not want to configure FW configuration of Fortigate . However my 2nd PC cannot connect this VPN Server via VPN Azure. Why cannot softether create the vpn channel on vpn azure ? Also which parameter should I configure on Fortigate to use vpn azure ? Please let me know.

Did VPN server connect to VPN Azure server?
VPN Azure needs Outbound https connection.
