Hi,
I would like to build a site-to-site (L3 switching) VPN using two window 8 PCs.
Do I need to have two NICs (one for internal LAN and one for the public WAN) in VPN server each side of site?

No, but a single interface configuration that shares a broadcast segment with ISP equipment can be difficult. It depends on the ISP.
