How to restore vpn_server.config

I have a backup file vpn_server.config which contains user names of VPN.
After I re-install Softether VPN Server, I want to restore vpn_server.config

I Try to restore like this:

cp -i /root/vpn_server.config /usr/local/vpnserver

But, after I login at Softether VPN Server Manager , List of user names , is nothing

How I do it.

Please overwrite config with "ConfigSet" command of vpncmd.
