extremely slow speeds when connected to VPN?

I'm a complete beginner at any tech-related things, so I'm having a lot of trouble figuring out why my VPN connection seems to be extremely slow. When I try to run speed tests, I get extremely low speeds for both download and upload (like roughly 0.01-0.1 Mbps, sometimes it won't even run). I'm currently using the VPN gate public relay servers and running this on Windows 10. I've tried using different servers from the server menu, but regardless of the listed speed and ping, it's still very very slow. I'm not sure how to configure anything beyond the basic settings, so I would really appreciate it if anybody could give me detailed step-by-step instructions on how to fix this speed issue...
