Issue with SoftEther VPN Server Manager on macOS Big Sur

Hi,
I downloaded and installed SoftEther VPN Server Manager for Mac OS X (Ver 4.21, Build 9613, beta) on my Mac, but the application does not open after installation.
My system details:
macOS: Big Sur (Version 11.7.11)
Mac: MacBook Pro (Retina, 13-inch, Late 2013)
Processor: 2.4 GHz Dual-Core Intel Core i5
Memory: 8 GB
I have tried right-clicking and selecting "Open" to bypass the security warning, but the app still fails to launch. I suspect it may be related to 32-bit compatibility, as macOS Big Sur no longer supports 32-bit applications.
Could you please advise if there is a newer version available that supports macOS Big Sur, or if there is any workaround to get this version running?
