Cannot connect to servers from Russia

Hello everyone! I live in Russia, and as far as I understood, our government blocks every public IP located outside. I don't know how it works. I'm a social science student, I'm trying to find a job outside to fly away and get an access to technologies, but now I cannot even access LinkedIn... May I ask somebody to explain me or suggest a right algorithm to set up my private server somewhere in Asia or EU and join it exclusevly? The government would not ban it, unless it public right? I have just looked up several services like "the.hosting" with servers for 5 euros (vCore x1, 1 GB RAM ECC, 25 GB NVMe): will it work for me, or I should not even spend time and money because it will be eventually banned?
I am sorry to have no knowledge in these technologies. I am trying to have Gemini explained me them, but I still cannot comprehend it. If anyone has any suggestions or at least a link to an insturctions - I would really appreciate it!
