SE OpenVPN client reconnect every 5-10 sec

I am trying to connect to my SE OpenVPN (Windows 10), client connecting without any errors (Client obtain IPv4 from Virtual DHCP) but after 5-10 sec session between server and client terminate, client reconnecting and this repeats again.

On the server side i get message:
Connection "CID-13" terminated by the cause "The VPN session has been deleted. It is possible that either the administrator disconnected the session or the connection from the client to the VPN Server has been disconnected." (code 11).

On clietn side:
Session invalidated: KEEPALIVE_TIMEOUT
Client terminated, restarting in 2000 ms...

Also i added "keepalive 10 60 param" in .opvn config file but it doesn't helps.
Client-server connection is stable, without any packet lose
I haven't find any OpenVPN config in SE, just turn on/off.

Is there any suggestions how i can solve this problem?

No, your government is blocking VPNs.

Datacenter answered that they and ISP don't block OpenVPN protocol, also i tested outbound connection from server to my home OpenVPN server. There was stable connection without any reconnect. I think problem with SE app.

SE app works perfectly everywhere except in a country like yours and mshakurov's viewtopic.php?f=7&t=69366

Maybe, but it strange, I tried diffrent OpenVPN connections:
RU (Home PC) --> GE (Server) Fail
GE --> RU Ok
RU --> Proxy --> GE Ok
Also i tried diffrent free OpenVPNs connecting from my home PC, there was no problem in all countries exept GE. Connection terminating only in RU --> GE direction.
