L2TP Site-To-Site Network with third party routers

Hi,

I am trying to achieve a Site-To-Site Network with third party routers.
I have tested with 2 of those routers where one is the L2TP server and the other being the client.
I am able to achieve Site-To-Site by adding a static route to the client network on the server router.

Now expanding on the concept, I wish to use SoftEther to provide the L2TP service for the routers to use.
The problem I am facing now is which Network Interface and where do I configure the static routing?
Should it be on the Physical Router that is connected to the SoftEther PC? Or the Virtual L3 Switch in the SoftEther Software?
Is is the Physical Network Interface of the PC or the Virtual Network Interface used by the Virtual Hub?

Or is there some other configuration that I need?
