Is any VPN legal in Hong Kong? If they are then there should be no reason this one should be banned but it is up to you to verify that. :)

Yes, I just googled it and it says that using a VPN can cause fine of $145 there.

Based on this: https://www.vpn-service.org/do-you-live ... e-country/ it's not -- however, it's also important to consider the political situation there. With China tightening its grip on Hong Kong legislation, it's possible some things are going on beneath the surface.

At its current state, though, Hong Kong has pretty decent privacy rules, and it's not part of the 14 Eyes, so aside from VPNs being legal, VPNs are also fairly safe/private.
