SoftEther VPN broadcasts data usage

I have 3,000 clients, a cluster of 7 VPN servers (also known as 7 HUBs), using a dynamic approach. My users are divided into two groups: Low-level Group and High-level Group. Members of the Low-level Group cannot send data to each other, while members of the High-level Group need to send data to the Low-level Group. I have some public servers that need to install VPN clients to connect to the 7 HUBs, distributing data to different clients in the Low-level Group. The VPN client IP addresses range from 10.10.x.x to 10.16.x.x, with a subnet mask of 255.255.0.0. No gateway has been set up.
The phenomenon I'm currently observing is that the traffic on these 7 VPN servers is very high, with asymmetric receive and send traffic. For example, the receive traffic is 1 Mbps while the send traffic is 5 Mbps. When I captured packets on a server belonging to the High-level Group, I found a large number of broadcast packets. Could this be causing high traffic and performance issues on the VPN servers? How should I prevent these broadcast packets? In the future, my user count may increase to 5,000 or more clients.
