VPN Server Manager's ports bypassing

Hello, dear forum users!
Don't scold me for a possibly stupid question.
Maybe I just didn't get enough sleep :)
All ports on the server are closed (including TCP 443, 992, 1194, and 5555).
But the Manager can still connect to the server. Miracle? Does he do it at a lower level?

Hi, when all ports are deleted or stopped the manager still functions but can not re-connect after exit, for me.

Yes, you've described a logically correct behavior.
But in my case, I've run the VPN server on two different machines, and the VPN server manager can still connect to each of them, even when all ports are closed completely.
The only time when the VPN server manager can't connect - is when the server is shut down :)
What happens?
Are developers there? :)

Then tell us what happens. Capture its traffic with Wireshark and reveal the mystery.

I captured the traffic. No magic :( UDP through ephemeral ports.
