report:different performence of softether server in win7 compared with win10

setting:ban ipv6,ban tcp of ipv4,allow udp of ipv4
purpose:games in virtual lan
data in virtual lan:30mbps~200mbps
cpu usage in win10: 30%~90%
cpu usage in win7:3%~10%
when client:>300(same user id),the cpu usage in win10 is 90%~100%,the cpu usage in win7 is 15%~20%.

Much more cpu usage of softether server in win10 than in win7.I don't know why?
