Alongside macOS Sonoma, Apple announced developer tools for porting Windows games to macOS. The Game Porting Toolkit (GPTK), derived from Wine and released in beta, translates Windows application programming interface (API) calls to equivalent macOS APIs on the fly, allowing developers to run unmodified versions of their x86 Windows DirectX games on macOS.
so this should run too

Hello;

This is how I run it without any problems.

step 1

"Wine Stable" will be downloaded and installed from the link https://dl.winehq.org/wine-builds/macosx/download.html.

step 2

In softether country, select "Softether VPN Server Manager for Windows", select "Windows (.zip package, without installers)" and the file will be downloaded.

step 3

It will be extracted from a softer zip and "Wine Crossover" will be selected from the "Open With" option on the right click in the "vpnsmgr.exe" file inside. A few screens will turn on and off and work without any problems.

VMware Fusion is a software hypervisor developed by VMware for macOS systems. It allows Macs with Intel or the Apple M series of chips to run virtual machines with guest operating systems, such as Microsoft Windows, Linux, or macOS, within the host macOS operating system.

VMware Fusion can virtualize a multitude of operating systems, including many older versions of macOS, which allows users to run older Mac software that can no longer be run under the current version of macOS, such as 32-bit and PowerPC applications.
Run Linux or Windows in it and then your "VPN Server Manager on Mac Sonoma" will work for sure.
