Does SoftEther work with CGNAT over Starlink?

Starlink currently require an enterprise solution to enable a fixed IP address, and do not enable port forwarding on the standard router.
Does SoftEther work with CGNAT over Starlink?

1. If it does work, how, through what mechanism?
2. How do I configure my server and clients to operate

Yes, it works fine.
As for config, Go into Settings (or Advanced Settings) > VPN Service. Enable the VPN Service. Make sure that you allow clients using the VPN connection to access all sites on the internet and home network. Confirm these settings by clicking 'Apply'.
