Creating multiple virtual hubs

I have 1 dynamic virtual hub and I have SecureNAT enabled so that I can use the DHCP function. I just created a 2nd virtual hub, but this time I created a static hub just to see the differences. But I get an Unsupported popup when I tried to enable the SecureNAT function for the 2nd virtual hub. Does anyone have any idea why? The test client would connect to the 2nd virtual hub, but since there is not a DHCP available, the client PC gets a 169.254.x.x IP.

Based on the documentation, it recommended to use a static virtual hub if you have more than 300 clients connecting simultaneously to VPN. I need to test the static virtual hub before I can take down the dynamic virtual hub that is currently servicing clients.
