refer to the info:
IP packets that didn't match any access list items can be passed. How can I set only 192.168.1.x, 192.168.2.x and 192.168.3.x can be reached all other network will be rejected to access?
This access list concept is a little bit different with other firewall rule. Is there any document can explain this in detail?
