VPN connecting to any PORT

Hello! i found this problem: from any host(home,office,smartphone) connecting to VPN manager is occurs on any port. For example: local address of VPN server in 10.1.1.250 and only 1194 port is listening. I can connect ONLY by 1194 port. But from the Internet (for example 94.123.233.21:"#port") connetc occurs even there is no PORT-FORWARDING on Router. It`s bag or feature of Softether VPN?
