The Server Manager not work on OsX BigSur:

The error are : Winetricks[16153:727046] *** WARNING: Textured window <NSWindow: 0x100320010> is getting an implicitly transparent titlebar. This will break when linking against newer SDKs. Use NSWindow's -titlebarAppearsTransparent=YES instead.

Server Manager is actually a windows binary that is packaged with 32bit Wine (windows emulator). However 32bit Wine currently does not run on OS X Catalina or BIg Sur, which only has 64bit support.
