Cannot get more than 50 sessions

hello. i have problem with having more than 50 sessions on a standalone server.
my setup is:
Ubuntu 18
Ram: 2GB
Port: 1Gbps
HDD:50GB
note that i do not limited the max sessions value on any sort of policy or settings.
