Connected but no DHCP IP

SoftEther is running on a Windows Server VM with two NICs. One is set up for bridge and VLAN transparency. In vSphere the portgroup for one NIC is set to Promiscuous mode.
The VM gets a 10.10.x.x IP from a router for both NICs. And can ping other machines on the network.

Clients can connect to both hostname.softether.net and hostname.vpnazure.net, but not getting a proper IP. It gets a 169.254.x.x link-local automatic IP. What am I missing?

Sorted. The VM was actually moved from another host. I ended up reinstalling and reconfiguring SoftEther and now it seems to be working. Have to test from more clients though.
Also, setting the vSphere switch portgroup to accept Promiscuous mode was not enough, had to accept Forged transmits as well.
