I found a solution by digging all the comments. It is actually very simple.
1. Find vpn_server.config under your softether program folder
2. Make a back up of this file
3. Open the file via notepad
4. Hit control+f and search for " HashedPasswor "
5. Located the line under "declare ServerConfiguration " and delete the entire line " byte HashedPassword ###################### "
6. Located the line under "declare VircualHUB " and delete the entire line " byte HashedPassword ###################### "
7. save the file
8. Close the softether program under your task manager
9. Replace the vpn_server.config file under the program folder with the one you edited
10. re start your PC
11. When you try to login next, it will STILL ASK FOR PASSWORD
12. Just hit ok and the next window is the one that asks for new password
13. Reboot your PC
14. You still need to select your virtual hub, click on properties and change the password. This is very important otherwise you are not protecting your hub. If you don't do this, you can select ok and login into your server without password
14.Done
Following above, I managed to rest my password and yet maintain current setting.
