Password users have disappeared after server restart

Hello.
Suddenly the SE Vpn server has been fallen down. After restart, most users have reconnected to the server, except users who use password authentication and not consist of the user group.

I've started the experiment and have found some patterns:
- If simultaneously create a user with password authentication and certificate authentication and stop the server. After the server has been started user with password auth is disappearing.

- If wait 3-5 minutes after user creation and server stop, both users present

Please share some information if you have faced the same or similar problem.
