can't reach linux server on windows no problem

Installed SoftEther on Windows server in the past, connected and was able reach (ping) any host as well the SoftEther server from connected computer
Installed SoftEther on Ubuntu 16.04 server, same configuration as above, can reach any host except the SoftEther server by self.
Is there some problem in the SoftEther running on top of Linux to not be able reach the server by self ? There is no problem reach the server when run on top of Windows OS
