L2TP VPN can not connect on Windows 10

I am new vpn user and I have configured an L2TP server with a shared key on my laptop. I have tried numerous ways like disabling of firewall but it can’t connect. Anyone can help me.

Did you forward the ports? If your SoftEther VPN Server is behind the NAT or firewall, you have to expose the UDP port 500 and 4500. On the NAT router, UDP 500 and 4500 should be forwarded to the VPN Server.

I don't have enough knowledge but the port is UDP 500

Do you think that is port issue because i have read numerous guide from google like

but all are just explaining the term l2tp no one has a proper solution. Can you do it?

A "VPN server" can be software or hardware or both. It is what all the clients/remote users connect to. hundreds of clients can connect to a SERVER.
A "VPN client" is usually software and is used to connect to a "VPN-Server" These are sometimes built into the Operating system (Windows, MAC, iOS, Andriod) or can be 3rd party applications. Did you set up a SERVER on your laptop or a Client? Is it SoftEther or something else? More details please.
