L2TP connection Error 789

Hi,

I am trying to connect to VPN Server with L2TP and Windows VPN connection creator. I am getting Error 789. I know that there is a lot of posts on the internet with potential solutions but nothing works for me. I turn on L2TP on server side and enable IpSec and IpSec key services on client side. Server log:

Did you configure port forwarding on the server-side router?
