Error on connecting Openvpn

Hello there,
When I try to connect to Openvpn in one ISP (called MCI-IR) , sometimes I can't connect to VPN using openvpn but I can connect using l2tp/ipsec
In the picture that attached , you can see the log of openvpn
In the picture you see the part of log file , after a delay the connection time out
How to bypass this restriction?
