could you enable site to site VPN for full mesh?

eg office A is the hub, however office B and C can auto setup vpn to communicate directly without going pass office A

eg cisco DMVPN or meraki autovpn

Not automatically, but you can manually configure servers on all nodes to connect to each other as described in this thread:
