Divert traffics from low bandwidth servers to high bandwidth server

Hi,
We need to divert traffics from low bandwidth servers (approx. 90%) to high bandwidth servers. Our users use Virtual SecureNAT and DHCP in Virtual Hub. So we cannot use Cluster function as it will disable Virtual SecureNAT. Does anyone know how to divert VPN traffics between servers without using Cluster function? Thanks!
