Try this:
1. Open the SoftEther VPN Client Manager.
2. Right-click a VPN connection.
3. Choose "Properties" in the context menu.
4. Click the "Advanced Settings" button.
5. Enable "No Adjustments of Routing Table".

Increase the metric value of your virtual NIC adapter than other adapters.
"No Adjustments of Routing Table" is maintaining route to the server. This function can't use for your purpose.

you can do that via access lists, and removing the default router/gateway via DHCP (whether tap/or virtual DHCP).
