seems softether is blocked in mainland China

I'm from China and I found the rate of successfully connect to softether vpn server is very low recently.
My enviroment is Win7 32bit, VPN client build is 9473, I use softhether vpn client with vpngate plugins.
When I connect to a JP server from vpngate plugins,the client response quickly and just show me a protocal error ,error code is 2,but when I connect to another vpn(not softether vpn server) in US,and then connect to the previous failed JP softether vpn server,the client shows connect ok.and I do check my gateway IP,it is the JP IP address. That's to say when do VPN over VPN it is ok.
I also do another test,when I connect to a softether vpn server ,vpngate pop a dialog which let me to select tcp or udp,When I select tcp ,the client quickly respones a protocal error, when select udp,it just do a connect for several seconds,sometimes it connect successfully,sometime not.
I just want to know where I can set vpn connection entry in softether client to keep it connect to vpn server by using UDP protocal.
