Public and private VPN

Hi,
I have Softether installed and configured in Linux with various clients/protocols successfully connect.
My next step is to partition the VPN server to private (with access to all LAN nodes) and public (only access to Internet or selected LAN node/service). What is the best way to implement such? Is adding a public virtual hub with access list will do?
