what's problems can block vpn over dns?

hi
what's things can block the vpn over dns for client?
some clients can't connect to server via vpn over dns and get error: 1

VPN over DNS uses UDP/53 port.
If a firewall blocks the port, VPN over DNS don't work.

is possible, this port blocked by internet service on some isp(s)?
