obfsproxy is a tool that attempts to circumvent censorship of Tor by obfuscating the traffic between the Tor client and the bridge.
SoftEther is a VPN that when used with the VPN Gate can also circumvent censorship.
If you are using SoftEther + VPN Gate, you should be able to access unrestricted Internet from Iran or China. Tor + obfsproxy should also allow you to access unrestricted Internet and browse anonymously.
What do you want to do? Use SoftEther after connecting to Tor using an obfsproxy bridge? Or use Tor after connecting to a SoftEther VPN to provide anonymity (obfsproxy is not necessary in this case)?

Use obsfproxy to connect to the softether server. China now a days blocking the VPN ip addresses and the only way for the vpn to work is to use obfsproxy so it will let the client connects to the vpn server via 127.0.0.1 and not the vpn IP.

The purpose of obfsproxy is to hide the kind of traffic from the firewall, so that deep packet inspection will not flag it as Tor traffic and close the connection. It does not solve the issue of China firewall globally blocking an IP.

New SoftEther VPNs should still be working from China.
