can the grafical gui be run in linux? if yes, what is the command?

You can run GUI for Windows with WINE.

Yes.
PacketiX VPN Server Manager can configure local and remote VPN server.

any info on how to start the vpn server manager?
i read the documentation on the site but it's not really clear to me.

Please copy GUI manager(vpnsmgr.exe and hamcore.se2) from Windows host.
And run "wine vpnsmgr.exe".
