Hei, i'm trying to run a vpn server using softether but I can't connect to server after install. My question is,can my internet provider block me to run a vpn server (softether vpn server) ? 
I'm trying to use this server for secure connection, I travel a lot...and some country have restriction (facebook,youtube...)  or are unsafe.

Yes.
Who is your ISP? Do they give you a IPv4 address, or do they run NAT/CGN? Can your modem (or other CPE) forward ports?

My ISP is UPC, 150 Mbps fiber connection, I have a master router CISCO and my server run under another router a TP-LINK all router can forward ports. Which ports must be forwarded ? And yes my ISP provide me an IPv4 address.

Where is your VPN server installed? A server outside your country?
You need to port forward the ports the server is listening on. Or set up a forwarder for a particular subnet.
