On the W11 laptop, I also cannot connect on SSTP to public-vpn-90.opengw.net. It should be noted that my computer and laptop are connected to the same router. At the same time, I can connect to some VPN servers on my computer via OpenVPN. However, my laptop is connected to only one Thai VPN server: the server name is vpn464614923.opengw.net:1867, the protocol is SSTP, the rest is standard. But my laptop doesn't connect to any other VPN servers anymore.

UDP: However, if I turn on OpenVPN on my computer and then connect to the VPN server using the built-in Windows 10 tool, the connection will be successfully established.

If I connect to https://public-vpn-90.opengw.net/ without using OpenVPN, after loading the page for a long time, I will see the error "ERR_CONNECTION_TIMED_OUT" in Google Chrome and Edge browsers. If I turn on OpenVPN and open the web page you suggested, I will see the 403 Forbidden error.

"Forbidden" is correct and expected. It seems that your ISP/Gov has started blocking VPN IPs. The Thai VPN is not on its blacklist yet. Otherwise your NET/LAN/PC are seriously messed up. In any case it has nothing to do with SoftEther nor VPN Gate.
