netscan Abuse detected

hello, I've been using softether for a few months on Hetzner with around 150 users and every few days I get "Abuse Notice [AbuseID:...]: NetscanOutLevel: Netscan detected from [my Ip]" and then they ban my Ip for about a week and I have to change my server IP address.
I look at the softether log and see that numerous people use that port IP destination at the same time I talk to them nothing strange happens, so I'm not sure why I'm seeing this or what to do to get rid of it.
Does anybody know what the issue is?
my config :
client <>===openvpn port 443 TCP === <>locallinuxserver<>===<>ser.hetz<>===<>internet
i use it as lag-free and low ping in games :)
locallinuxserver = securenat = disable
ser.hetz = securenat = enable

I can't see your attachment. It shows a message saying "You do not have the necessary permissions to view the files attached to this post."
