Normally it is safe to host, but it depends on your country and whether Internet service providers are free of liability from the actions of their clients. You may need to satisfy some provisions to be considered an ISP (logging for example) and you may have to follow a set of procedures when an abuse notice is received. But as long as you do all those you are safe.

It is possible to filter your VPN. Even though the Softether program will disallow this when on the VPNGate list, there is a away around this.

You will need to purchase a Netgear N-series router, and then activate "parental controls" on it. You then just select the categories of content you want to filter. This way, you can run a VPN on the VPNGate server list, and not have to worry about anyone doing anything that will have the cops at your door.

My setup sits behind a Netgear N-600 router, with Parental Controls activated. I tested it from outside the network, and the filtering works, so I can now be a part of the VPNgates server list, and be confident that nobody will do anuything to have the cops at my door.

You can also block BitTorrent in this manner, by blocking all traffic on UDP ports 1024 and up.

My setup was designed to let people get internet radio at work, since I do not see anything wrong with Internet radio at work, as long as your WORK is getting DONE, but I do block porn, gambling, warez, P2P, hate speech, dating, and school cheating sites.
