How does the plugin get the VPN servers list?

Assume you're in a country applying censorship and you can't access the main website.
This is my case.
But the plugin always works like a charm in any condition.
How does the plugin retrieve the VPN servers list?
Is it supplied with a hard-coded mirror list then it updates itself? Is there another trick?
