UKL2TP connection problem

I have tried to connect to multiple UK servers with my iPhone, with no success. I have entered the server, username, password, and key. They have all been entered correctly. Can someone please help? located in Canada

The l2tp server is not responding. This is the same message I get with every single UKVPN connection I have attempted to put into my phone.
