Need a static ip - address (Virgin, Sky, AT & T, BT, etc)

Hi friends. Please help me with this question.
Need a static ip - address in one of the GBR, DEU, AUS, NLD, FRA, ITA (Virgin, Sky, AT & T, Deutsche Telekom), etc. To check if was really existing Internet company. IP address I need to work on forex.
That is, I need almost the same as that in the village here: http: //www.vpngate.net/en/
But only ip - address should not have been blown out.
I think about the price we agreed. :)
