I think you want control access to Internet over SEVPN and you get internet access over remote router wifi.
Remote router wifi has LAN interface and USB/4G and when you connect client into LAN you got internet. So nothing to do in the router because everything is OK.
For control access you need Softether VPN Server with 2 LAN interface (physical or virtual it does not matter). The first interface is for client to connect to VPN and the second is for local bridge.
When you connect to VPN you must warranty that Softether DHCP offer you IP Address in the same subnet of router LAN interface IP Address and you need to configure that IP Address like client gateway into softether DHCP.

I think br0 isn't hardware interface. It may be linux bridge.
So, please try to create localbridge with tap and add it to br0.
