I tried the application on windows 10 but unable to connect

I open the application client manager and click on VPN gate Publiuc VPN relay servers.. scroll to end and see the one with highest total score. It keeps showing to connect but does nothing. Why
2. I am trying to connect using iPad or ipad. How do I do it. I use VPN gate and OpenVPN to get info and then populate it to OpenVPN. Do I need to have account in Iphone or iPad to use or pay for service or subscription? Thanks
