vpns users not getting dhcp ip after 29 static routes

Hi,
I am using softhether 4.22 and configured securnat and it was working fine, after i added 30 static routes in single hub, users not able to receive ip address from dhcp (working fine on 29 static routes). found following log. please help
2018-05-28 11:23:59.921 [HUB "test"] Session "SID-TEST1-705": The packet was discarded because it has been attempting to use the IP address 169.254.23.107, which is not a DHCP server allocated IP address.
