Latest update is belong 2016.11.27 , almost one year no update no new features , Softether project is stopped?
can someone explain what's happening here

No, it's not stopped, it's just a rather slow development cycle. This subject has been discussed previously in the forums and on github, why don't you have a read of this: https://github.com/SoftEtherVPN/SoftEtherVPN/issues/268
