What did you want to browse?

If you want to browse the VPN server's host PC, you should use tap mode local-bridge.

I want to browse internet (ex youtube.com). I connect it on wifi that only allow icmp packet (i hope can bypass it with softether). VPN over ICMP is enable on my server. It successfully connected but still can't browse internet.

Your client's virtual NIC have been assigned a proper IP address?
If you don't have DHCP server in your server's segment, you can use also a virtual DHCP server function.

VPN client don't manage the virtual NIC's IP address.
Please check IP address in 'Network Connections' of the control-panel instead of VPN client.

There is nothing to do on VPN client.

It seems that the virtual NIC didn't get an IP address from DHCP server.
Is there any DHCP server on servers side network?

If you don't have DHCP server, please enable virtual DHCP server function on the virtual hub.
