I could connect my Nexus 5 (6.0.1 ) to softh ether .make sure ur vpn server and phone are on same network . try to ping from ur phone to server first .(use PIngTools from playstore )

Please follow below steps

1.Name : any name u can giv
2Type:L2TP/PSSecPSK
3.Server address: VPN server IP
4.L2TP : not used
5.IPSec Identifier :not used
6.IPsec pre shared -key : present in Softether VPN server settings (IPSec/L2TP setting)
7.DNS search domains ,DNS Servers : not used
8.Forwarding routes:0.0.0.0/0
and Save.

Click on ur vpn connection enter user and password that u created in VPN server Manager .

If it is unsuccesfull,go to VPN server manager goto ur VPN hub settings and click on Virtual NAT and Virtual DHCP server ..and enable secure NAT .

Then try again from ur phone.

Let me know if u face any issues still ..
