As of writing, UDP is available.
I personally do not believe that UDP has been disabled on all the VPNGate volunteer servers, remember the list that you are seeing on vpngate.net are mainly controlled by servers. It could be that the VPNGate volunteer servers do have UDP enabled but on a port that is not known or visible, it could also be that UDP has been filtered via external factor and/or when the master servers controlling the list of VPNGate servers probing the volunteer servers they could not find the UDP being enabled or it could also be some maintenance on the site which may temporarily lose information on the listing.
Also this might also be a temporary issue.
