You can't simply because the software for interaction with VPN Gate is written for Windows only. The easiest solution is to get a Windows box to do the job either virtualised or physical machine. The hardest way is to compare the difference between a SoftEther VPN debug build for windows and SoftEther VPN debug build for linux if that is even available.
